How can I reboot a Windows 2000 server that I canot get to via keyboard or
mouse not has Terminal Server activated on it?

I am trying to shut it down normally rather than pressing the power button.
If there is a way, I cannot remember.

So you don't have anything at all - no console access (keyboard/mouse), no
terminal services?
Have you tried shutdown.exe from a client? Type

shutdown /?

in a command prompt to see all the parameters - this command exists by
default in WinXP or you can see
