No you cannot, neither a Windows Server 2003 nor a Windows 2000 Server can
be an additional domain controller in an NT4 domain. However, an NT4 DC can
be an additional DC (Under NT4, BDC). So, if you have or can build an NT4
BDC to promote to a PDC then you can upgrade the PDC to Windows server 2003.
Then the current NT4 domain controller can remain on the network, as a BDC.
