Not Able to Send Faxes as a User on SBS 2003 |

Hi I am having some problems sending faxes when logged into any client
on our network. If you log in with an Admin account you are able to
send faxes with no problems. Have checked the permissions on the shared
fax and through fax console and Everyone has print permission and fax
permissions and Creator Owner has Manage permissions.
When you fax from a workstation through a program or direct from the
fax console you receive no errors the fax looks like it sends but does
not go to the outbox or in set nor does it fax. The event log shows
Events 9,10,11,12,13 which says the fax was sent successfully.
Fax service has been reinstalled through SBS components and server has
been rebooted.
Have given permissions to the test user account to equal the admin
permissions and still no fax.
Anyone have any Ideas? |

Thanks for you posting here!
For your description, I understand that domain user can not send fax on the
client computers. If I am off base, please don't hesitate to let me know.
For your now scenario, I suggest that you try the following steps to
reinstall shared fax service to trouble shoot the issue:
A. Rename the keys and files below to *.old
1) HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax
2) HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Fax
3) C:\Program Files\Microsoft Windows Small Business Server\fax
4) The ''SBSMIS-FAX.log'' file under ''C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs''.
5) The ''SBSMSI-faxcfg.log'' file under ''C:\Program
Files\Microsoft Integration\Windows Small Business Server 2003\Logs''.
6) The ''faxsetup.log'' file under ''C:\WINDOWS\''.
B. Access Add/Remove Programs, Add/Remove Windows Components,
uncheck ''Fax Services'' to uninstall it.
C. Once it is uninstalled, access Add/Remove Programs to
reinstall it.
D. Then, access ''Add/Remove Programs again'', this time, we
will click ''Change/Remove'' on the ''Windows Small Business Server 2003''
item:
1) Click ''Next'' on the ''Microsoft Windows Small Business Server
Setup'' page.
2) Click ''Next'' on the ''Windows Configuration'' page.
Note: It states that ''This will take approximately 30 minutes'', it is
referring to the total time it will take in the first SBS component
installation. For the task such as remove a specific component, it will
just take couple of minutes.
3) Now, in the ''Component Selection'' page, choose ''Remove''
before the ''Fax Services'' item.
4) Click ''Next'', and then click ''Next'' again to confirm
''Component Summary''. You will be prompted to insert the SBS 2K3 setup
Disc 1.
E. Once the removal process is completed, access ''Windows Small Business
Server setup'' again in ''Add/Remove Programs'', proceed to the ''Component
Selection'' page, and then choose ''Install'' for the ''Fax Services'' item
to reinstall fax service.
And then we should push the shared fax client application from server to
client workstations by Deploy Client Application. When users logon
workstations again, the Shared Fax Client application will be setup
automatically. You can not setup share fax in client side. The detail steps
to install share fax client:
1. Start server management console, locate Client Computers node, click Set
Up Client Applications link to start Set Up Client Applications Wizard.
2. In Available Applications page ensure the Shared fax client is listed
and then follow the steps to deploy the application.
3. When users logon to domain from client computers next time, these client
applications will be installed. When we need send fax we just open Printers
and Fax console (Start -> Printers and Faxes) to choose some shared fax
(all shared faxes will be listed here in domain) to send.
*Note: Please note the fax console should be found in Start -> Printers and
Faxes.
Try to test to see if the issue be fixed.
If the issue persists, please help me collect some information to isolate
the issue:
1. Please try to find where the fax file go: send box, out box of fax on
the workstation, or on the server box.
2. Enable activity logging on the workstation and the server box, and
collect fax log for me to further analyze.
To enable activity logging, please follow steps:

1. Open Microsoft Shared Fax Service Manager.
2. Right-click Microsoft Shared Fax (Local) and then click Properties.
3. Click Event Reports, adjust all the levels for error tracking to high
and then click Apply.
4. Go to Activity Logging and enable logging outgoing fax
5. Click OK.
And then reproduce the fax issue, after minutes to check activity log and
then post them here or send it to my mailbox: v-yanniw@microsoft.com
3. Please check the event viewer to find if there is any fax related error
message. If yes, please tell me the detail error information.

Thank you for responding Jenny
The fax service was already removed and then installed. I will confirm
if the fax service was pushed to the client station when the re-install
occurred.
I was testing this issue last night and did find the following events
in the event log.
When I send a fax with the Domain user account from a client
workstation (XP) I receive a Successful Sent event in the system log
that shows.
Document 21, Test - Testfax - Notepad owned by test was printed on Fax
via port SHRFAX:. Size in bytes: 0; pages printed: 1
When I send a fax with the Domain Admin account from a client
workstation (XP) I receive a Successful Sent event in the system log
that shows (This is the fax that worked)
Document 19, owned by NETWORK SERVICE was printed on Fax via port
C:\Documents and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\Queue\1C5DAB8E99571.FRT. Size in bytes: 0; pages printed: 1
The fax service is set to use the NetworkService account (I am
currently looking into this) As this server and workstation are in
current use I am unable to work on it during the day and will turn the
logging on tonight and perform some testing.
I did enable file audit for My Domain admin account and the test
account and did not see any differences in the security log. There are
no errors in the event log for faxing only successful events.

Tried your above instructions and I am now unable to re-install the fax
service.
I received the error
"An error occurred while installing Fax Services. Rerun Setup, and
retry installing Fax Services."
I did try to re-install multiple times and also tried to re-install
from the setup files.
Any suggestions on how to get the service back on?

Hi Trish,
For your now situation, please backup the whole registry list first and
then delete the following registry keys:
HKLM/SOFTWARE/Microsoft/Windows/CurrentVersion/Telephony/Country List
HKLM/SOFTWARE/Microsoft/Windows/CurrentVersion/Telephony/Locations registry
Keys
And then try to reinstall the shared fax services again to see if the issue
be fixed.
If the issue persists, please help me collect the following fax setup logs
for further analyze:
1) The "faxcfg.log" file under "C:\Program Files\Microsoft Windows Small
Business Server\Support"
2) The ''SBSMIS-FAX.log'' file under ''C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs''.
3) The ''SBSMSI-faxcfg.log'' file under ''C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs''.

Fax service has been re-installed on the server and we are back with
the original problem.
The Domain Admin group is able to fax but a regular user is not able to
fax. The fax a user sends does not make it to the fax queue it seems to
go nowhere.
I have turned up the activity log to high and checked the C:\Documents
and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\ActivityLog\ OutboxLOG.txt and only the working faxes are
shown in the log file
When Faxing as a regular user (Test) I receive the following events in
the System log all are logged under the user System.
Event ID 11
Document 26, Fax - Notepad owned by test was paused on Fax.
Event ID 12
Document 26, Fax - Notepad owned by test was resumed on Fax.
Event ID 10
Document 26, Test - Fax - Notepad owned by test was printed on Fax via
port SHRFAX:. Size in bytes: 0; pages printed: 1
Event ID 13
Document 26, Test - Fax - Notepad owned by test was deleted on Fax.
When I Fax with my account that is in the Domain Admin group I receive
the same above events with the exception of Event ID 10 it is the only
event that is a little different.

For you now scenario, please follow the following suggestions to try to
resolve the issue:
I. Please double check the shared fax permissions to ensure Everyone has
Fax permissions.
II. Please try to redirect LPT1 using the "Net Use" command to use the
shared Fax connected to the local computer, for different fax ports was
used when you used different user account

where <x> in lpt<x>: is the number of your lpt shared fax port.
And then try to test again, how about the result?
III. What is your accurate modem brand? Have you updated the modem drive to
the latest? Please try to use another brand modem to test. I suggest you
view the following link to find compatible production list.

1. Please try to add a new user with Add User Wizard (Server Management
console -> Users -> Add a User) and then logon to a client computer to try
to send fax to test. How about the result?
2. Please try to create a new Power User with Add User Wizard and logon to
a client computer and then RDP to the SBS server box to try to send fax,
how about the result?
And also please help me collect the following log files for further analyze:
1. Please help me collect the Application/System event log on the server
box and one client computer.
To save a text copy of Application /System log:
A. Open Event Viewer: Start -> All Programs -> Administrative Tools ->
Event Viewer.
B. Right-click on Application/System log and select "Save Log File As?".
2. Enable activity logging on the workstation and the server box, and
collect fax log for me to further analyze.
To enable activity logging, please follow steps:

I did confirm the permissions for the shared fax and everyone has fax
permissions.
I was unable to redirect the port from the server but I am still going to
test that from the client.
This is a Dell Server and it came with the modem and we are not in a
position to change that just yet. SBS 2003 does not have SP1 on it yet and
I
am thinking that might be part of the issue. I will do some more testing
this evening from a client computer.

I. Please double check the shared fax permissions to ensure Everyone has
Fax permissions.
II. Please try to redirect LPT1 using the "Net Use" command to use the
shared Fax connected to the local computer, for different fax ports was
used when you used different user account
Document 26, Test - Fax - Notepad owned by test was printed on Fax via
port SHRFAX:.
Document 30, owned by NETWORK SERVICE was printed on Fax via
portC:\Documents and Settings\All Users\Application Data\Microsoft\Windows

At a command prompt, type:
net use /d lpt<x>:
where <x> in lpt<x>: is the number of your lpt shared fax port.
And then try to test again, how about the result?
III. What is your accurate modem brand? Have you updated the modem drive

Hi Jenny
Fax service has been re-installed on the server and we are back with
the original problem.
The Domain Admin group is able to fax but a regular user is not able to
fax. The fax a user sends does not make it to the fax queue it seems to
go nowhere.
I have turned up the activity log to high and checked the C:\Documents
and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\ActivityLog\ OutboxLOG.txt and only the working faxes are
shown in the log file
When Faxing as a regular user (Test) I receive the following events in
the System log all are logged under the user System.
Event ID 11
Document 26, Fax - Notepad owned by test was paused on Fax.
Event ID 12
Document 26, Fax - Notepad owned by test was resumed on Fax.
Event ID 10
Document 26, Test - Fax - Notepad owned by test was printed on Fax via
port SHRFAX:. Size in bytes: 0; pages printed: 1
Event ID 13
Document 26, Test - Fax - Notepad owned by test was deleted on Fax.
When I Fax with my account that is in the Domain Admin group I receive
the same above events with the exception of Event ID 10 it is the only
event that is a little different.
Event ID 10
Document 30, owned by NETWORK SERVICE was printed on Fax via port
C:\Documents and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\Queue\1C5DC4BFA3FA4.tmp. Size in bytes: 0; pages printed: 1
All events are under my own user name with the exception of Event 10
and 13. 10 is using the system account and 13 is using the network
service account.
I did check the RSoP.msc and checked the user test and the client
computer and did not see any policies set regarding faxing or printing.

I complete the testing that you asked me to do.
I created a new User TestUser I then logged on to a client workstation
at 6:45 and tried to send a fax which looks like it went but it never
made it to the fax queue on the server.
I then tried to give the TestUser some extra permission by adding to
the Power User Template group and the Pre Windows 2000 group still
unable to fax
I then added the TestUser to Domain Admin and logged on to the client
workstation and I was able to fax.
I created a new account called TestPowerUser and logged on to the
client desktop and I was able to fax with no problems.
I have emailed you the system log from the client workstation and from
the server. Also the outbound log file. (The faxes that do not go to
the queue are not listed her at all)
The application logs on the server and client did not contain any
information regarding fax.

Thanks for your information. However I can not find clue to the issue.
For the Power User can send fax successfully, I suggest you add the test
user account "TestUser" to Power User group to test if it can send fax and
tell me the result.
If yes, it should still be permissions issue. I suggest that you use
filemon and regmon tools to monitor the send fax process and reproduce the
issue to see the exact cause. Filemon and Regmon are free monitoring
utilities from www.sysinternals.com available for download. They allow you
to monitor file and registry access on a machine. When you start either one
of these utilities (Filemon.exe,Regmon.exe), you will notice that they
start monitoring activity on your machine right away. Are goal in running
these utilities is to capture file and registry activity during the
sequence of events that causes the problem you are experiencing. Please
use the following steps to capture data with these utilities. You will
need to follow the steps below for both utilities.
Download page:

1. Familiarize yourself with the Capture and Clear buttons below the menu
bar. You can alternatively use Ctrl+E and Ctrl+X.
2. Stop the capture and clear the current events. This will allow us to
capture minimal activity. There will be some activity that will be
extraneous, but that's okay. We would rather have to much data then not
capture the correct events.
3. Make sure your application is in a state where you are ready to
reproduce the problem.
NOTE: In order to see minimal traffic from the utilities close all other
applications that are not involved in the test.
4. Click the capture button or use Ctrl+E to start capturing data.
5. Reproduce the problem. (begin to send fax)
6. Stop the capture by clicking the 'Capture' button or use Ctrl+E.
7. Save each capture to a file, zip them up and send them to me for review.
If not, I suggest you reinstall the shared fax client application from
server to client workstations. The detail steps to install share fax client:
1. Start server management console, locate Client Computers node, click Set
Up Client Applications link to start Set Up Client Applications Wizard.
2. In Available Applications page ensure the Shared fax client is listed
and then follow the steps to deploy the application.
3. When users logon to domain from client computers next time, these client
applications will be installed. When we need send fax we just open Printers
and Fax console (Start -> Printers and Faxes) to choose some shared fax
(all shared faxes will be listed here in domain) to send.
*Note: Please note the fax console should be found in Start -> Printers and
Faxes.
Try to test to see if the issue be fixed.

For the Domain Admin and Power Users groups' user account can send fax
successfully. The problem should lie in faulty permissions.
Please logon some client computer with Domain admin account, run the
following command in command prompt:
whoami /all >C:\admin.txt
gpresult /v >C:\admingp.txt
Note: WhoAmI.exe is a Windows Resource Kit tool.

And then try to logon the client computer with Domain user account, run the
command again to generate another file:

Then try to compare them to check any different group policies that domain
users have applied. Then go to group policy object console to check (1. Run
command "gpmc.msc" (no quotation marks) to open Group Policy Management
console.)

the Power User Template group and the Pre Windows 2000 group still
unable to fax
I then added the TestUser to Domain Admin and logged on to the client
workstation and I was able to fax.
I created a new account called TestPowerUser and logged on to the
client desktop and I was able to fax with no problems.
I have emailed you the system log from the client workstation and from
the server. Also the outbound log file. (The faxes that do not go to
the queue are not listed her at all)
The application logs on the server and client did not contain any
information regarding fax.

Thanks I will test this this weekend on the client workstations and let
you know on Moday what I find.
