I am decomissioning a NT4 server and replacing it with a 2003 server. Can I
keep the same domain name?

Are You removing NT domain completely or You are in the process of
migrating resources. The simplest method to keep the same domain (we are
talking about NetBIOS domain name) is to upgrade Your NT domain by
upgrading Your PDC.

The NT4 server is too old to upgrade. We are replacing it with a new 2003
box. I have not migrated resources yet.

I think You can take following approach: Add some spare machine (can be
even new workstation) as a second domain controller to Your NT domain,
then promote it to the PDC role and upgrade to windows 2003 and Active
Directory (switch off Your current DC from the network). Next install
Your new server with windows 2003 as a DC in new AD domain. Transfer
FSMO roles to the new server and remove "temporary DC" from your network.
