I have been customizing some of the files on my SharePoint sub-site using
FrontPage 2000 (I don't have 2003) such as
.../SharedDocuments/Forms/AllItems.aspx. However, FrontPage 2000 does not
display "../_layouts/1033/.." files such as /_layouts/1033/userinfo.aspx.
Can these be customized, or are they (as I suspect) shared with other sites?

They are shared with other sites. If you really wanted them changed, you
could go through the process of changing links that point to that page to
point to a copy of that page, and then modify that copy. But this is a lot
of work and often times you don't catch all the links.
