different departments become different sites? |

I am setting up Sharepoint site with Frontpage for Engineering firm. They
don't have Portal, just Sharepoint Services. It seems like I am going to
need to create multiple sites for different departments - Human Resources,
Marketing, Technical Resources and then have a top level site. Do I have to
pick one of these for the top level site, or can I create another site like
Corporate? thanks. |

You can pick anything you like as a top-level site.
Some people including me often have a top-level site that anyone can access
and which just serves as a link to sites below which are possibly more
restricted in who can access them.
Note that there is nothing that says that the structure of a WSS site should
reflect your corporate structure. So in your example there is nothing
necessarily wrong with having the Corporate site at the same level as
Marketing.
(It all depends on access rights. If you want to allow everyone to access
everything then give everyone access rights to the top-level site and
inherit permissions when you create lower level sites. If you want different
people to access Corporate and Marketing then you can have them at the same
level with no effect on your administration effort as you will in any case
need to specify a list of users for each sub-site)
