I have a new server with 2 NICs. One is an integral Intel Pro 1000 and the
other a Broadcom Gigabit card. The Server has only Window 2003 server and
backup software installed. It is setup as a DC with DNS configured, DHCP is
not configured. The Broadcom NIC is currently disabled and the Intel Pro is
connected to the network switch. The Intel Pro NIC has an assigned static IP.

From the server I can connect to the network and to the internet, however,
after 2 minutes if there is no activity directly addressing the server, the
server will no long respond to a request from the network (ping {serverip} -
request timed out). This situation happens even if the server is attached to
a single workstation through a dedicated switch. If I ping from the server to
the workstation, then I can ping from the workstation to the server. After 2
minutes the ping from workstation to server will fail.

OS has been re-installed more than once. Hardware appears to be
functioning. Power saving settings on the NIC have been disabled.

Any thoughts about where to go next would be appreciated.

any errors in event viewer?
Have you tried to change the switch?
Any IDS on the network?
Have you tried with the other newtork card?

No errors in the event viewer related to network connections only usrenv and
reference to no more end points.
I have tried two different switches, both NICs and changes the IP addresses
of both the server and workstation. Both NICs display the same behavior.
