How do i go about setting a User or Author Console to fit those modes. any
help would be greatly appreciated.

There is not a user mode or author mode for the Administrator console. By
default, the Administrator console comes configured so that now rules and
management packs can be created. The user has to be a member of MOM Authors
to access this functionality which is represented by the Management Pack
node of the Administrator console. MOM Users can't see this node. This node
is where all new rules, computer groups, tasks, scripts, etc. will be
created.

Hello,
Thank you for your posting!
There are Administrator console, Operator Console, Web Console and Reporting
Console. You can just add the users to the MOM Users, MOM, Authors and MOM
Administartor Local Group to limit the functions for them

I need to amend my reply. You can enable Authoring mode in the
Administrator console by right-clicking on Rule Groups and choosing
Enable Authoring Mode. This activates additional property sheets used
for adding product knowledge and other advanced features to a
management pack.
