Is it posibble to record who & when an announcement is read & therefore who
hasnt read an annoucement??

No there isn't any functionality to do this, beside making the user actually
record this information. A custom web part could be written to do it but
nothing is offered out of the box.

Is there any fuctionallity like this put into any of the parts?
