I am trying to use an XML web part to display weather from Yahoo RSS. The
problem is that the zip code is a parameter to the XML. Is there a way to
dynamically set the parameter to the XML URL in an XML web part?

Do you have other suggestions to make this work?

Hello Hdanzige

Try using the DataViewWebPart. You might also like my RSS WebPart, a free
community project @ workspaces.gotdotnet.com/wssrss (the project is focused
on RSS integration with SharePoint, including SharePoint RSS feeds).
