Is there anyway to setup LCS messenger to allow someone to send an IM to everyone connected to that LC server?

not by default. That would require a RTC bot implementation.

....you may also want to have a look at the Office Solution
Directory for 3rd party solutions supporting such a
functionality. I don't remember any 3rd party tool
at the moment, though.
