I had a dfs root that had replication to 2 server. Both servers crashed,
and now I have an orphaned DFS root out there. How do I get ridd of this?

Do I only need to do step 3 in the section about Fault-tolerant DFS root
since my servers are no longer available?

Yes, if the servers are no longer available, just delete the info from AD.
