Hi - I'm having difficulty getting SBS2000 licesnes from my usual supplier -
can I purchase and use SBS2003 licenses in place of the SBS2000 licenses? My
supplier seems to think I can!

Not sure - I'd call Microsoft Licensing on this & ask. MS licensing is an
arcane science.

No. SBS2K licenses come on a Floppy, SBS2K3 licenses are a cert
with a License key you enter in the licensing Wizard.

Totally Different.

You can buy SBS2k3 CALs and use your downgrade rights to get 2k CALs.
However, you will need to call MS fullfilment center to get the 2k media
(since 2k3 cals don't have disks).
