I Have a SBS2003 STD; 2-nics, one access to the internet and the other
connected to the internal switch for client access to the server. The
client pc's route through the server.

How can i block specified pc's for having access to the internet?

This can be done a number of different ways.
One way is to modify your Domain GPO to push an IE Proxy configuration.
Because you don't have a Proxy deployed, those machines won't be able to use
IE to surf the Internet.

Note that this won't prevent the User from using other applications to
either surf the Internet or send/receive mail.
