Project server Login Problem

Unable to connect to an Office Project Server 2003. I installed the project
server on a Windows 2000 Server with SharePoint Server 2001 installed and
working.
I am an administrator on the server.
When I try to login onto the Project Web Access page I got this error:

--
You have entered an incorrect user name/password combination. (5002)
--
I use almost every user account on the server, none of them succeeds.
Who has access to Project Web Access? Can someyone help with this issue?

Project Server 2003 requires Windows Sharepoint Services which only runs on
Windows 2003.
