Is there a way to configure MCMS such that selecting any external hyperlink
outside of the website will notify visitor that he/she is leaving the website
and going to another?

There is no way to configure MCMS to do this, but you can do it
yourself with some creative javascript.

Check out this MCMS site that my company worked on for an example:
http://www.lc-ps.org. You can see the javascript in action on the site
and it's all there in the code if you look at the .js files and the
html source. This page in particular has an external link:
http://www.lc-ps.org/Administration/CAC/CAC.htm.

In the javascript, you can stipulate url's that should not cause
notification (i.e. trusted sites).
