I would like to know how many of my users have personal views for a given
form library.

Is it possible to find out the number of personal views attached to a given
library?

You can do that programmatically, the List has a viewcollections containing
view-objects that have a boolean property called Personalview. So you would
need to iterate through the lists on a web. I'm not sure how to figure out
which user it belongs to.
