I'm attempting to back up a portal incluging all it's subsites and documents.
My plan is to restore it onto another sharepoint server using a different
SQL server..is this possible?

Yes it's possible and you'll want to refer to the SharePoint Administrators
Guide that can be downloaded here
http://www.microsoft.com/technet/prodtechnol/office/sps2003/downloads/admdwnld.mspx.
The easiest way is to use the Backup and Restore too that comes with
SharePoint Portal Server 2003.

I've tried what you suggested but i get an error regarding local paths not
using UNC names..do i need to backup the databases also and restore them to
the second sql server before running the tool

I also suggest
http://www.microsoft.com/technet/prodtechnol/sppt/reskit/c2861881x.mspx
from the resource kit as a great guide to backup and restore. You need to
use UNC path to a different server, not a local or mapped drive.
