When I try to enter a new User I am getting this error

"Error obtaining handle to Public key container or public key not specified. "
"URLCommand::ParseCSVValuesList(), Could not set member user_security_password into the row. type : wstr, url : <Hidden> "
"INSERT statement had bad VALUES (-902987761) "
"INSERT statement had bad VALUES (-902987761) "

Any input for this error is appreciated.. Thanks in Advance

I assume the user you are trying to create contains some encrypted values?
Are these values asymetrically encrypted, or do they use a one-way hash?

I can think of two things that could be going wrong. (A) you may not be
providing the public / private keys to the connection string used with the
profiles web service. You can add the connection string in two ways. You
can either modify the bizdesk code to append the "PublicKey=xxx" token to
the connection string, or modify the connection string in the MSCS_Admin
database (through SQL Enterprise Manager - unfortunately, there is no way
to do this through the Commerce Server site resources). If you are
providing the encryption keys (B) you may not have permission to encrypt /
decrypt data on that machine. You'll need to modify your machine security
policy (I'm not sure exactly how) to accomplish this.
