Hi Nick,
Thanks for your posting here.
You have to reinstall TS Licensing Services in the target domain, then add
the licenses and active Licensing server.
For licensing questions:
You can call 1-800-426-9400 (select option 4), Monday through Friday, 6:00
A.M. to 6:00 P.M. (PST) to speak directly to a Microsoft licensing
specialist. Worldwide customers can use the Guide to Worldwide Microsoft
Licensing Sites http://www.microsoft.com/licensing/index/worldwide.asp to
find contact information in their locations.

Hi all,
We are in the midst of lab work for an Inter forest AD migration.
The source domain is windows 2000 and the target domain is Windows
2003 in a
seperate forest.
We are using the ADMT v2 tool and using SIDHistory for resource
access in
the old domain.
The old domain has about 20 Windows 2000 Terminal servers, over 500
Windows
2000 TSCals and three TS licencing servers. (seperate for
geographical
reasons)
Each of the servers containing the TS Licencing Service are also
Domain
Controllers.
The question is....How Do I migrate the TS Licencing service(s) and
associated Licence databases to Domain controllers in the new domain??
Obviously I want to make sure that the TS licencing services are
migrated
before I use ADMT to migrate the Terminal servers using the Member
server
Migration Wizard.
