Does any one know if there is a way to share printers in a 2003 domain at the
domain level instead of at the computer level?

Let me explain.... For disk shares you can use Distrbuted File System - DFS
and create a Domain based DFS root. Users would connect to the shares with a
UNC name that would use a domain name instead of a server name for the share.

example: \\DomainName.com\ShareName

Does any opne know if this type of sharing is possible for printers? This
way the exact location(server) that is hosting the printer is transparent to
the users and would allow administrators to easily transfer or move print
queues around....

This is called printer publishing. When sharing a printer on a domain
computer, you can publish it (on by default) in Active Directory. After
publishing, printer becomes available for users when they install a shared
network printer - they are able to search for printers in AD. Additional
options such as location-aware printer search are configurable.

Well, sort of - you can redirect a printer on a server to some other shared
printer. And, if the printers use identical print drivers you can create a
multi-printer pool on a single server. See:
