I would like to allow users to have the option to from
the windows 2003 standard or to the clasic start menus.
However I do not want to allow them to add or remove
items from the Start Menu

The settings for start menu are under user configuration/administrative
templates/start menu. Beyond what you can lockdown there you may want to try
to change the permissions to their startup folder in their user profile
under documents and settings to have only read/list/execute permissions. For
a large number of users this could be done with a logon script using the
cacls command and the %username% variable for the parent user's folder. ---
