Fax Services Not Accessible |

I am having problems properly installing (or setting up) Fax Services on my
server. It has Windows Server 2003, Enterprise Edition installed and is
running as the only domain controller in the system. It is also acting as a
DNS, WINS, and Router. Indexing services and IIS are also installed. An
Intel 537EP Modem is installed, there are no errors or conflicts, and the
diagnostics run successfully.
I installed Fax Services from Add/Remove Windows Components under Add/Remove
Programs.
When I choose Fax from the Services and Applications node under the Computer
Management MMC it get a dialog with the following message:
"Could not open a connection to the fax service...The fax service might not
be started, or the computer name might be incorrect."
The Fax Console opens properly, but when I choose Configure Fax from the
Tools menu I get a dialog with the following message:
"A connection to the fax server cannot be made."
When I choose Fax Service Manager from the Fax Console's Tools menu I get a
dialog with the following message:
"Could not open a connection to the fax service. The fax service might not
be started, or the computer name might be incorrect."
After clicking OK, the Microsoft Fax Service Manager comes up and the Fax
Service is started. I can choose Options from the File menu, but when I
choose Properties from the Action menu I get a dialog titled "Fax (Local)"
with the following message: "Access denied."
I tried to change the account that the Fax Service runs as to Local System,
but then the service will not start and the following error is logged to the
Application Event Log:

I'm not quite sure what to do at this point, so I'm hoping someone else has
seen this before. There where a few posts on other newsgroups, but not
solution was posted.
