Logged on to a member server as the administrator and found out that the
security settings of the local security policy were locked. The server hosts
an oracle server installation. Could anyone tell me why it happend this way
and how to unlock the settings?

The settings are locked because they are being configured by a higher level
policy in the domain. You can not unlock them as those policies override the
local machine policy.

Thouhgt so too but my domain security policy is not enforced and the member
server doesn't belong to any OU and I was logged on as the local
administrator. What other higher level security might be in effect?

I would look at gpresult and see what it says and go from there.
