Can the email notification or any notification be configured to notify me if
the problem is solved by itself? For example a website may go down for a few
seconds, I get an alert on my cell, I am not next to a computer, I am
panic, I don't know if the website is up or down till I can physically log
to the network.

I hope that Microsoft thought about this scenario.

You can create your own alert rules to raise "success" alerts if conditions
are good, and notify you of them. Getting raised error/warning/etc alerts to
resolve themselves if the condition is fixed is a bit trickier.

For example, I have a rule in place to notify operators if a server returns
from heartbeat failure.

Let me know if you need more details on how to do this
