John,
Application sharing uses NetMeeting under the covers. Try running
NetMeeting directly on the machine (conf.exe from a command prompt) and see
if you can get that to work.
I have seen some situations where you need to run NetMeeting once to get
some configuration done before you can use app sharing in Communicator.
