When I try opening Publisher 2000 (running Windows2000 pro), it will only
open if I place the Office 2000 sr-1 disk #2 into drive D each time. I have
un-intalled the entire office 2000 suite, and re-installed both disks. No
apparent problems occur until trying to open Publisher or Clip Art without
disk 2 inserted in drive D. Running Office Updates from the Microsoft site
shows no problems with my installed system. When I was running Win98se,
Office 2000 and Publisher2000 worked 100% fine.
Any suggestions?

I would try running Office setup (or Publisher setup if it has its own
separate entry) from Control Panel Add/Remove. Click Change and choose the
advanced configuration option. When you get to the page where you can
select what components to install, make sure everything to do with Publisher
and Clip Art are set to the option for "run from this computer," not
"install at first use" or anything like that. I'm pretty sure you'll also
have the option to click the top entry on the list and choose "run all from
this computer." That's what I do on any computer where space is not an
issue.

If that doesn't solve it, you could try a "repair" installation from CP
Add/Remove (NOT from the application's Help menu). That'll give you the
most thorough Office repair.

After either of the above, I'd run Office Update or Microsoft Update to make
sure no patches need to be reinstalled.

Whenever you do a complete uninstall/reinstall of Office, you need to search
support.microsoft.com for the KB on completely uninstalling. That involves
removing some registry keys that aren't removed otherwise, which is why most
reinstalls of Office fail to solve the problem - the new install uses the
same messed up registry settings that the old install was using.
