Inexplicable loss of functionality |

I'd appreciate suggestions for troubleshooting a strange issue I'm
seeing with a Windows 2000 SBS server.
The problem is usually discovered when someone tries to monitor POPcon
(a third party POP3 connector), but the following issues prevent me from
troubleshooting:
The following utilities stop functioning (hang on startup, or when
attempting to connect remotely):
Event Viewer
Internet Services Manager
Service Control Manager
Network and Dial-up Connections
Routing and Remote Access (although the service still accepts connections)
Computer Management (loads but items fail or hang)
I also tried these command-line tools, but they also hang:
netstat
net share
net start/pause/continue/stop
I also tried the following tools from sysinternals:
tcpview starts, but displays nothing
prcview hangs on starting
psservice hangs after displaying the banner
I also noticed that IIS does not seem to respond to requests.
Also Internet Explorer on the server will not open web sites, but will
open local pages.
All other services, such as ISA Proxy Server or Terminal Services, seem
to operate normally.
I don't know where to start, so I'd really appreciate any ideas, thanks. |

First of all, are you running a 6.x version of APC PowerChute? If so, set
the two APC services to manual and reboot. That'll fix the immediate
problems, and then you can upgrade to the current version for a permanent
fix.
Other than that, what errors are being logged when all of these services
fail to start?
