I am having an issue with user mailboxes being created at the time their
AD account is. I am running a Windows 2003 domain with Exchange Server
2003.

Th AD Users and Computers MMC add-in, all have the Exchange Server tabs,
meaning that I have the Exchange Server 2003 System Manager loaded on
the same machine, but the mailboxes don't appear to be getting
generated, even though I get the correct prompt for them at the time I'm
creating the user account.

Any ideas what I should look for?

Do you mean you can't see the mailboxes in ESM? The user account associated
with the mailbox needs to login or the user needs to recieved an e-mail
before the mailbox will be created in the store. Hope this helps because it
has confused me in the past.

I appears that the RUS is running as expected, and I am seeing no errors
in the Event Logs. I have recently added a new DC into the domain, and
moved most of the FSMO roles to it. Should I also move the RUS service
to it? How can I see what server currently owns the RUS service and if
it's running as expected?

Found it. I had to repoint the RUS to use the newly built DC, rather
than continuing to point at itself. An yes, someone before me made the
Exchange 2003 Server a DC and a GC as well. I know this is bad, hence
the new controller. ;^)
