How I can creat subareas that share the same webparts in a way if I
change some webpart layout or properties then changes will be reflected
to all subareas using that webpart?

Now, SPS allow subareas to use specific and pre-created webpage
template or other existing subareas, but this will get -in addition to
the layout and the webparts- the data from the other subarea. In
another words, if I have subarea A and subarea B that use A template,
any changes in data in subarea A will be reflected directly in B, which
I don't want.

Is there a away to create such a page template that achieve that? or
maybe to create top-level webparts that are independent and shared by
all these subareas?

I believe the only way to do that is to modify the underlying template
(assuming that none of the existing areas have been modified in FrontPage in
which case none of the changes will show up).
