What is the best practice in implementing WSS solutions for a small
department ?
I created a top site and sites for all my subordinates. Is it enough?
I would like to see all possibilities.

Sounds like this would be plenty for a small department. I would suggest
looking into the CorasWorks webparts for rolling up information to the top
site. That way you can get a quick summary view of all of your subsites.
You could also write your own custom webparts to do similar functions.

In the end, the design of your site is really dictated by how you will be
using it. Start small, work with it and then make any necessary changes or
improvements. Don't get carried away with creating a ton of sites and
adding lots of webparts if they really don't provide some sort of return on
investment.

Very general questions and you can approach it multiple ways depending on
how you want to store and retrieve information. Remember the searching
isn't global, so if you start building out 100 sites or even 10; users will
have to browse to that site first before searching that information.

I would agree with Mike that CorasWorks has great products but you can also
use data view webparts in Frontpage if you don't have a budget to work with.

Excellent point on the searching. That can become a big deal for companies
or departments. I would say the biggest issue with a WSS only deployment
is the lack of global search. You can write your own web part to search
across all of the sites, but it is dreadfully slow. If you really need the
search ability you really need to look at Portal.

The data view web part works very well, but you can't really sumarize the
data from multiple lists into one with it. (well, you can but it would be
some custom code).

While Mike and James' comments are both fine possible additions, I would
advise you to grow when you see the need.

Start with what you have and when you see a demand for some addition
implement it. Don't implement and hope people will come - most people are
boringly content with the basics in my experience and the basics are what
you have already set up.
