Add'l config needed? |

We've been running a Server 2003 box as a DC for a year now, with 3 other
servers participating as member servers. The DC had been configured with a
domain-based DFS root. I just dcpromoed one of the member servers running
Server 2003 to be an additional DC on our network. Do I need to configure
anything on the new DC so that it will provide DFS referrals if the original
DC is offline, or does this happen automatically through active directory
replication?

If you want that a computer (workstation, server, DC, etc) provides a DFS
referral you have to include it in an active directory replication of a DFS
link. If you set serveral computers on the replication you'll can to access
to the DFS link from several points, taking in count the link cost.

In addition to what Julia said, as this is a domain root, a new DC should
also now host the root. Therefore, the two DCs will share the load (well,
sort of, depending on site topology, DNS load balancing, netmask ordering,
etc.) of the referrals.
You can check that this DC is now a member of the subscriber set using
ADSIEdit.msc. Do the following:
-- Install the support tools
-- Start\ Run\ ADSIEdit.msc
-- Expand Domain NC, DC=<domain-name>, OU=Domain Controllers, CN=DCNAME,
CN=NTFRS Subscriptions
-- Look at the different nTFRSSubscriber objects in the right hand pane.
You should see at least two - one is the Domain System Volume (SYSVOL) and
the other is your domain root.
