Go into Active Directory Users and Computers. Make sure you are viewing
Advanced info. Look in the System container, and then in Dfs-Configuration.
If there is a file in there called dfsroot, there's your problem. Delete it,
let the information replicate to all your domain controllers, then try to
create the new root.
