When you set up FRS, you pick one member to be the initial master, meaning
its content is what is replicated to all other members. If the folders on
the other members contains data, the contents of those folders are moved to
a subfolder named NtFrs_Preexisting_See_Eventlog. The top-level folder will
eventually contain the content from the intial master. This sounds like what
has happened.
