I have created a DFS root with 2 root targets and I have (2) AD sites. One
root is in site A the other is in site B. The (2) roots are replicating
fine.I have created a software GPO that points to the DFS root \\domain\root.

Users move between sites at times. My assumption is that when a user logs in
and there is an update the Software GPO should use the target root on the
local domain

Would this be a correct assumption?
How could I check which target root is being used?
Is there any additional configuration needed to assure that the local target
root is being used?

Your assumption is correct.

you can make sure this is working by simply logging onto a computer at the
site.
do a start\run \\domain\root enter.
Then go to a command prompt and execute dfsutl /pktinfo ....or is it dfsutil
This will show you the actual referal that was returned.
You will also see the referal for sysvol, since sysvol is also a domain
based DFS structure.
