I am demoting a DC that run as a DFS master for a replica. 14 other servers
also participate in the replication. I want to transfer the master replica
"role" to one of the other server. When I look in the Replication Policy
Window, there is no "Set Master" option.
Is there any way I can set a new master for the replica, without disabling
all replication and enabling again?

Any help would be appreciated.

Except during the initial sync, FRS has no concept of "master." That's why
we call it a multimaster replication engine--changes that originate on any
member are replicated to all other members. The only way to restrict where
changes are made is to set up permissions.
