I need a simplified console for our Help Desk personnel, they mostly add/edit
users and move them around security groups.
Does Microsoft have a solution for this?
Are there any good third-party application that can meet this requeriments?

Use mmc..
Start
Run
mmc
Select File, Add/Remove Snap-in
Click Add
Select Active Directory Users and Computers
Right Click the OU that you want the help desk to have access to and select
New Window from here.
save as admin.mmc or what ever you want to call it
