Is there a ways to setup FRS between two servers with no domain? I am
looking to deploy pairs of file servers with about 12TB of disk on each.
I want everything kept in sync by the OS in the simplest way possible.
Any suggestions on how to do this?

not possible with the existing release of FRS. FRS relies on information
published in AD.
