How do you add a computer to the DHCP Admins group at the Enterprise
level? Thanks.

I am preparing to upgrade my DHCP server from 2000 to 2003. My plan is
to build a 03 server migrate the DHCP database to it and blow away the
old server and do a fresh install then migrate back. I have reviewed the
Microsoft article

unable to find a DHCP Admins group in ADUC.

You don't add the server to a DHCP Admins group, you need to Authorize the
DHCP server. The following is from the article that you linked to:
Authorize the DHCP server
1. Click Start, point to All Programs, point to Administrative Tools, and
then click DHCP.
Note You must be logged on to the server with an account that is a member of
the Enterprise Administrators group.
2. In the console tree of the DHCP snap-in, expand the new DHCP server. If
there is a red arrow in the lower-right corner of the server object, the
server has not yet been authorized.
3. Right-click the server object, and then click Authorize.
4. After several moments, right-click the server again, and then click
Refresh. A green arrow indicates that the DHCP server is authorized.

To import the old database MS says to "add the Windows Server 2003 DHCP
server computer to the DHCP Admins group at the Enterprise level."

right now I can not import the database it gives me an "access denied"
error. The authorization set is the last step.

It turned out that I hadn't added the user I was using to the Local
Administrator group. Apparently the user beginning a member of the
Domain Administrator group, the Domain Administrator group being in the
Local Administrator group, was not enough. I had to explicitly say the
user I was using was a member of the local Administrator group.
