Give permissions to all Domain Users to run Net time Command |

What is the best way to allow all domain users to have the permissions
needed to run the net time command on their windows xp workstation. |

If you are in a Windows 2000 or better domain, you don't want to, let the system
manage time based on what is set on the DCs.

Have a look at this GPO Setting,
Computer Configuration\Windows Settings\Local Policies\User Rights
Assignment\Change the system time

The problem with allowing users to change the time is that they can
configure the time to whatever they want. Which can break Kerberos -which
will cause authentication problems, etc.
I would leave w32time sort the time - granting this right is not
recommended.
