Can Windows 2000 be setup without Active Directory and still be used as a PDC
and a BDC. I am 90% sure of the answer, I just want confirmation.

No. When you install 2000 as a DC it installs AD. If you upgrade your PDC
it becomes a Windows 2000 DC running the PDCe (and other) role.

The AD then runs in mixed mode. This is the only way to do it. Run
mixed-mode AD if you've got NT BDCs. Run a pure Windows 2000 domain (and use
native mode).

You cannot have a Win 2000 PDC or BDC without AD.
