Can't delete Reverse Lookup zone |

I've seen some posts on this here before but I've not been able to resolve this issue with the suggestions in the other posts.
I'm hoping you can help.
I have a reverse lookup zone which I can't delete, and I can't remove from Active Directory. The zone is 5.29.10.in-addr.arpa There's a red x on the zone when I try to delete the zone I get an error saying the zone cannot be deleted The Active Directory Service is not available.
I'm getting these errors in the Event Viewer under DNS Server

This machine is NOT multihomed. It does have two Nics in it but the second one is disabled.

I've removed WINS from the server and enabled Netbios over tcp/ip while trying to solve this problem. This hasn't helped at all.
