Error 0x800706be error when adding a node to my cluster |

I was having problems with a node taking a very long time for the resources to go off line when moving the group to the 2nd node. I evicted the node, and am trying to re-add it. I am getting this error when cluster services are being configured:
"Error 0x800706be: The remote procedure call failed"
The process stops there and I cannot get past this.
I tried rebooting and re-service packing the problem server. It's Win2k3 SP1.
Any ideas?
