I am in the process of adding an addional Domain Controller into an existing
Domain. At the point DCPROMO is configuring NTDS, the promotion fails with
the below message:

The operation failed because:

Active Directory could not create the NTDS Settings object for this domain
controller CN=NTDS
Settings,CN=HQDC02,CN=Servers,CN=Headquarters,CN=Sites,CN=Configuration,DC=TastefullySimple,DC=com
on the remote domain controller HQDC03.TastefullySimple.com. Ensure the
provided network credentials have sufficient permissions.

"The Directory Service cannot perform the requested operation because a
domain rename operation is in progress."

I am logged in using the domain Admin Account and also use that account
within DCPROMO when promted. I checked to ensure the Admin account was a
member of Enterprise Admin\Domain Admin groups. I also check the permissions
on the sites..etc. As far as I know, we have never tryed to rename our
domain.

Has anyone else seen this or know what to check. There is very little out
on Google\Live or Technet regarding this error.

Where is the PDNS of this problematic DC pointing to?

There are two Working Domain Controllers:

HQDC01 (Preferred DNS to itself, Alternate DNS to HQDC03)
HQDC03 (Preferred DNS to itself, Alternate DNS to HQDC01)

The preferred DNS on the server I am trying to promote (HQDC02) points to
our domain Controller (HQDC01) and the Alternate DNS points to our other
Domain Controller (HQDC03)

HQDC02 (Preferred DNS to HQDC01, Alternate DNS to HQDC03)
