Error Adding Addtional Domain Controller |

I am in the process of adding an addional Domain Controller into an existing
Domain. At the point DCPROMO is configuring NTDS, the promotion fails with
the below message:
The operation failed because:
Active Directory could not create the NTDS Settings object for this domain
controller CN=NTDS
Settings,CN=HQDC02,CN=Servers,CN=Headquarters,CN=Sites,CN=Configuration,DC=TastefullySimple,DC=com
on the remote domain controller HQDC03.TastefullySimple.com. Ensure the
provided network credentials have sufficient permissions.
"The Directory Service cannot perform the requested operation because a
domain rename operation is in progress."
I am logged in using the domain Admin Account and also use that account
within DCPROMO when promted. I checked to ensure the Admin account was a
member of Enterprise Admin\Domain Admin groups. I also check the permissions
on the sites..etc. As far as I know, we have never tryed to rename our
domain.
Has anyone else seen this or know what to check. There is very little out
on Google\Live or Technet regarding this error.
