My customer has the three servers: Exchange 2003; AD Domain Controller 2000
and File Server 2000. He wants Shadow Copies on the File Server, so I am
going to upgrade that to 2003. What are the customer related reasons for
upgrading the AD Domain Controller to 2003?

Hello Joel,

If the Windows 2000 file server is just a member server in domain, you can
upgrade it to Windows Server 2003 and enable Shadow Copies Services. You do
not need to upgrade the Windows 2000 Domain Controller to Windows Server
2003.
