Web Part drop-down menu Minimize and/or Restore problem |

My users are not seeing anything but a choice for Help when clicking the
down arrow on the right side of the WP title bar.
In WP Advanced, I have set Allow Minimize.
Any ideas on how to let my users Minimize and/or Restore Web Parts?

What sort of rights do your users have on the page hosting the web part?

My guess would be that Anonymous access users can't do this to web parts.

I'm guessing that this is the problem. I will say that you don't need both
Authenticated users and Domain users, one is enough. I would try giving them
Reader, see if they can do it, then Contributor if Reader doesn't work, and
if it still doesn't work, I would guess it's because Anonymous
Authentication is turned on, but I haven't dealt with that, so I'm not aware
of the issues surrounding having this setting enabled.
