I am using a Windows 2000 Server as a router in my network. I need to have
NetBIOS packets pass through so that the applications that need NetBIOS can
see all of the machines on both sides of the router.

The problem with enabling NetBIOS forwarders is they
prevent the browse list from being properly enumerated.
You will need WINS or lmosts configured. Have a look
at the following MS KB article:

Yes, NetBIOS is necessary for the browse list to be
enumerated.

I agree with Michael. Having Netbios cross the router would probably
make the situation worse, not better. The best solution is to run WINS so
that the browser service can work properly in the routed network. I presume
you have at least one domain controller?
