All my users need different IE options. I need to have customized settings
under the security tab, for Internet and trusted sites. I also need to
modify the privacy tab.

The problem is with group policy is that it imports the settings from the
current machine. This becomes a big problem when trying to modify a bunch of
different policies.

What is the best practice for using GPs for internet security tab?

Could I use a custom adm file?

I would imagine you need to import the settings you want to a GPO and apply
that GPO to a group of users (using filtering). You would have to do this
for each set of different settings needed.

Is it possible to just customize the trusted sites only in group policy?

I want the users to be able to adjust their own internet zone settings.
Currently when I use the group policy for IE, it controls all the internet
security zones.
