I have installed Intelligent IM filter and am able to send URL's - but
the links are not active. Users must cut and paste the URL in browser
for it to work. Help would be greatly appreciated.

I believe to make the links clickable you have to allow them in the
GPO. You have to manually add the communicator plugin into your GPO
though.

In the LCS MMC console under Forest | Domains | Domain Name | Live Comm
Servers and Pools | Server Name
Server Name | right click applications, select the IMFilter link listed
there and then take the check out of enabled then apply it. I think it may
not take effect until users log off then back on again though.
