Dear All,

Because of a sudden power failure, it seems that the Group Policy Object
file is lost in our SBS 2003 server.

Due to this problem we cannot log on to the network via our terminal server.

Also we cannot access to the email boxes; because exchange server won't
mount the data files. (the datafiles were in dirty state, I have alread fixed
itnow, bbut it still wont mount the data file)


In the event manager I can see following errors:

Process INETINFO.EXE (PID=1404). Topology Discovery failed, error 0x80040931.

Windows cannot determine the user or computer name. (Access is denied. ).
Group Policy processing aborted.

Could not connect to the monitoring database. This can occur when there are
multiple connections to the database. Wait a short period of time, and then
try again. If this error persists, run the Monitoring Configuration Wizard,
and select Reinstall monitoring features.


Could you please guide me how to fix this problem. we have a backup of all
the sbs files on an external hard disk.

I understand that you got error code 0x80040931 on your SBS 2K3 Server. If
I have misunderstood your issue, please let me know.

Based on my research, this is a complicated issue. There are varies of
factors can cause this issue. for example, DC replication, DNS etc. Please
understand that we need time to determine what may be causing this;
detailed system information is required and the troubleshooting process is
time-consuming.

Please see my following suggestions:

1> To save your time, for the quickest solution is to restore server from
your Backup. Please follow the document below to restore your SBS Server.

2> Based on my research, this issue can be caused if Exchange cannot load
the DNS information from Active Directory.

Please check the DNS SRV records for the SBS server?

816587 How to verify that SRV DNS records have been created for a domain
controller

If you still get AD error after verifying good SRV records & Hosts records
IS pointing to the correct IP. Make sure all of the NICs in the SBS server
are pointing to the internal NIC for DNS name resolution and re-register
domain SRV records by running the following commands:

ipconfig /flushDNS
ipconfig /RegisterDNS
net stop netlogon
net start netlogon

3> If the suggestion 2 does not work, please help to gather following
information for further research:

a. How many DCs and Member Servers are in your SBS 2K3 Domain?

b. On the server, run "eventvwr" (without quotation marks), check whether
there is any error. If yes, double click it, click the Copy button and
paste the full content to the Newsgroup.

[Note]: Please do not delete or edit any results.

c. Start -> Run "Services.msc" (without quotation marks), make sure that
the Exchange related services are all started.

Please take your time to perform the steps above and collect the
information for us to troubleshoot your issue. If anything is unclear,

Dear Dave

Many thanks for your reply.

I live in Shanghai, China and do not have access to Microsoft Support in
English Language. That's why I tried to solve this issue through the
newsgroup.

I understand your point and this is the best advice I got in last 48 hours.
All our users are not able to work without SBS services. You have helped me
to look at the best option....calling to Microsoft in US. I do not mind
paying the long distance charges.

1. I would prefer not to restore SBS with backup because it is one week old.
I would like to try other options if possible.

2. I am sure that this problem is because Exchange cannot load the DNS
informatoin from AD.

below please find text from DNS even viewer

The DNS server was unable to open Active Directory. This DNS server is
configured to obtain and use information from the directory for this zone and
is unable to load the zone without it. Check that the Active Directory is
functioning properly and reload the zone. The event data is the error code.""

Application Viewer : Process INETINFO.EXE (PID=1276). Topology Discovery
failed, error 0x80040931.

System Events viewer "The Security System detected an authentication error

I have tried many ways to solve this problem. Like,

I hav checked the SRV DNS record, it seems to work fine. However I do not
know how to check HOSTS record. Could you pease guide me?

NIC setting is as below:

IP 192.168.2.10
SUBnet 255.255.255.0
Default Gateway 192.162.2.1 (router)
DNS 192.168.2.10


Please note that when I see the dnsmgmt window I can see that forward lookup
zone is empty. the systme won't let me make a
new zone, it gives an error that zone cannot be replicated to all DNS server
in AD domain because the required application
directory partion does not exist.

I tried to use ipconfig/flusdns...net start netlogon also but it won't help.


Please find anwsers to your questions:

1. I have only one DC. one member server it is a Terminal Server

2. Above I have posted the result from eventvwr

3. When I start the services.msc and try to start the most important
services like exchange server

"could not start the m.exchanger information store service on local
computer. error 1068. the dependency service or group failed to start"

Also I could not start M.Exchange System Attendant service.


I also try to run CEICW, in the end it gives a error while making network
configuration. the error is

än error occured while configuring a component. to continue with the
wizarand configure remaining comp......"

When I try to change the IP address of server (through the wizard) I get an
error message"

än error occured while changing the IP address. Your server might be
partially configured..."


Do you think that this problem can be solved. if not I have no choice but to
restore with my one week old backup.

one more thing, two days ago (the same day this problem happened) I
installed new SSL certificate in order to use RPC over internet. Do you think
by any chance this SSL certificate could be the culprit?

Any guidance would be highly appreciated.

I would put in a call to Microsoft support for this. I don't recommend
troubleshooting a "server down" situation in the newsgroups, because your
users are without the services of the SBS for longer while you try to seek
help here.
